Ok so I just finished becoming thane and I talked to everyone; jarl, steward and even her house Carl but no one has said anything about buying property.

Are you really sure Hearthfire is working right in your game? The easiest way to check is go to Whiterun and see if Sofie is there, or go to Riften to the Orphanage after Grelod the Kind was killed and see if the option for adoption is there or not.

Yeah, complete "Laid to Rest" and then talk to the Jarl to get the quest to become Thane.
If he is not in the main area, he sleeps in the room to the right, on the first floor (with the Jarl, in fact).
To buy the plot of land in Morthal you can be any level, First you must complete ‘Laid To Rest’ quest and then assist two people in Morthal.
Now, with another char, I was able to buy the ones in Morthal and Dawnstar – but the third stop, Falkreath, won't show up.
I’ve used Sven, Roggi and Golldir(?) as stewards (you need to do a quest for each to gain their trust and then bring each to the property you want them to be steward).
You need to read that note from the Jarl of Falkreath to start the land purchase in Falkreath.

Golldir can be found in Hillgrunds Tomb ( if you follow the eastern road from Whiterun around the north side of the High Hrothgar mountain past Valtheim Tower, as you travel that road you go downhill and to a bridge before you cross that bridge you’ll see a path way to the right.

Some of these merchants will also allow you to chop lumber from free if you complete enough radiant quests to raise their disposition.
Does it mean to use the sawmill to gather lumbers? I've been trying to cut those myself in Half-Moon Mill but I can't see where to get my lumbers freshly cut.

There are only a few NPCs that will sell you Sawn Logs (these are different from Firewood).
@Warface You may need to do a quest for the mill worker (or otherwise raise their disposition) and then ask them for permission.
Note that if you saw your own logs, the merchant must be nearby for you to actually receive the lumber.

We have various resources related to Skyrim which include a massive array of Guides and Tutorials.
As far as I can remember from playing this game, Nenya has always been steward, and I just talked with her and the Jarl, with no offer of land or anything else (and I did not finish the Stormclock rebellion quest line).
When I tried to buy the falkreath one neither the steward or the jarl had the option to buy the plot of land.
This was of course after I completed the quests and I didn't even talk to the Jarl about buying a piece of land even though I have the quest for it (it wouldn't let me bring it up to him).
When I try to buy land from the Steward of Falkreath, it only gives me the option to buy a house.
When i met the courier, i never had the letter in my inventory so i just went straight to the steward like the walkthrough said, but i come to find that the person i'm supposed to talk to according to the letter, Tekla, is now replaced by a woman named Nenya.
So I hope the author of this article looks into this; if there's a glitch, I sure hope it's fixed soon! And just out of curiousity, I wonder who Tekla is? I think Nenya says she was steward before the young nephew Jarl.
The clay and stone veins are meant to be never ending to ensure that the player can pretty much build what they need without having to rummage around in the wild to find the veins, if you notice every other material required can be found in an easily accessible location such as a blacksmith, mill or general goods store.
The biggest problem people are having is that they’re not getting a third letter from the courier after installing the DLC, and are then getting bugs in actually being able to buy the plots of land.
After installing the 400 Microsoft Point DLC, a courier is supposed to deliver you a note when you next enter a city detailing the process of visiting a Jarl to buy your new plot of land in the Minecraft-inspired add-on.
Houses also include a bed which belongs to the player; player-owned beds provide a temporary boost to health and stamina after sleeping in them (unless you are a werewolf, in which case you can never obtain such a boost from sleeping no matter where you are).
Houses are among the most expensive purchases a player can make, but owning a house allows a player to store items in it securely and can be a welcome sanctuary after dungeon-crawling.
Aside from houses, undertaking certain faction questlines can also provide the player with a shelter associated with that faction at no extra cost.
