If you’ve killed Nilsine in order to get a bonus reward in the quest Mourning Never Comes, Tova will be dead inside her house, and you will need to pick the lock of her house in order to get the key to Hjerim.
You need to finish the Blood on the Ice quest first before the steward will give you the conversation option to buy the Windhelm house (Hjerim).
If Tova and Arivanya are alive, the quest has not yet initiated because the counter is less than four, and you obtain a key to Hjerim, then you can trigger this quest by entering Hjerim with that key and picking up one of the Beware the Butcher! pamphlets.
You must tell the guard you are willing to help to get the murderer, then you will start a quest that involves research in the house.

“ So I've completed the blood in the ice quest, as well as 3-4 quests given to me by the steward but have yet to be given the option to buy a home in Windhelm.
You must complete the Blood on the Ice quest which is started in the Windhelm graveyard.
Complete the Blood Ice Quest and complete the whole of StormCloak & Imperial war Questlines.
The Blood on thin ice quest can only be started by entering and exiting windhelm fast traveling to a randon location then fast traveling back to the windhelm stables.
The Blood on the Ice quest involves that house, so if you complete it, the house becomes available to buy.
You can start that quest by spending a day or two in windhelm, and going over to the graveyard part of it to find a dead body and some people standing around it.
Also this quest is bugged in a number of ways only one i know of is a dark brotherhood quest where you have to kill a girl in windhelm who is part of the quest which if you do wont allow you to start the quest.
The guy I’m supposed to buy it from says something like "there was an accident….it’s not quite ready.." Do I need to do a quest or something? I’ve joined the Stormcloak army and I’ve already completed the questline.

*The quest may not trigger and be unable be enabled with console commands for unknown reasons.
And then, after getting house You must speak with Jarl, decration commands should work after these two.
Then, after the console codes didn’t work, I gave up and took matters into my own hands.
Also gave myself the "Beware of the Butcher!" note and the "Butcher journal" book.
Console commands don’t work on this quest.
There’s also "Cleaning after killing" option, at 000f726a, but it needs 2 quests to be done, and I don’t have time to find their ID’s.
Also scoured Windhelm talking about ANYTHING relevant about a butcher (which is from the quest).
What I figured out is there is a known glitch for buying the house in Markarth but, has anyone figured out a work around? I completed the first quest, have not been able to get them to offer me another one and no ability to buy a house? This is for MARKARTH not Windhelm or Whiterun (I already own Breezehome (and am about to kill my thieving husband because barrels are coming up empty along with lots of other ‘missing’ items, married Marcurio from Riften and items missing are showing up in his inventory for sale)).
You guys, to purchase the house in Markarth you need to be at LEAST level 20, after that talk to the jarl and if you already finished forsworn quests for him, he’ll give you a personal quest to find something that belonged to his father.
Hey, I only bought the house in whiterun before finishing the main quest, and i think its noteworthy that after that I could buy riften’s and markarth’s without any further quests at all… it seems that completing the main quest already makes you elegible to buy houses anywhere.
Oh my god are all of you people retarded “I have just bought a house, where do i find it?” Right after you have purchased your house from a Jarls Steward there is a map marker that directs you to, believe it or not, the front door of your newly purchase house.
I’ve read a few comments of people having issues with not having the option to buy a house after finishing the Jarl’s quest.
Hey guys I’m trying to buy a house in windhelm and i’ve assisted all 5 citizens in the hold, and the new Jarl gave me the option to buy a house but when i talk Jorleif (the guy her sells it) he tells me that the house is not available due to recent unpleasantness.
To get the house in Windhelm without cheating or glitching, complete the imperials questline, if you are in the imperial army, and the new jarl will make you a thane and offer to sell you that house (if you have helped the required people), which will trigger the Blood on the Ice quest if it has not already somehow been done.
All he says is stuff like “yes?” “Need something?” “I’m retarded, I don’t want you to have a sweet house, so I won’t even talk to you.” If anybody can tell me why this douche won’t talk to me, or how I can upgrade it, I would appreciate it.
“I cant find the house i just bought” is one of the funniest comments i have ever read on the internet! People look at the map!! it’s what its their for and it will show you exactly where the houses are.
it’s the cheapest house in teh game but if you’re looking for a place to simply drop your stuff in whiterun is the plcae to go.
it’s also two stories with a sectret compartment for enchanting and’s even better if you’re married then you can make money and live ina nice house.
I suggest for the house in whiterun then when you can afford it go for Windhelm.
I know i’d have a diffuclt time playing if i didn’t have a house.
I bought a house in Windhelm, it’s pricey but really nice.
they’d weigh you down so buying a house is the obvious way to go.
if you can’t afford that then you can buy the house in Whiterun.

Another interesting thing is that racism exists in Skyrim, too, just like the real world.
Game Skyrim somewhat resembles the real world.
Breezehome was located most advantageously and I used the chest to store all my crap from the beginning of the game, so it`s the only house that wasn`t just window dressing for me.
Which is the best purchasable house in Skyrim, I’m looking to buy a house, I have ammassed over 41000 in 30 or so hours in the game (I haven’t really bought much) so money is not an issue.
Can I have more than one house? I bought Breezehome as soon as it was available, but now I can’t seem to be able to buy any other house.
Proudspire Manor is my favorite, however Breezehome being right next to the fast travel point makes it a close race.
Proudspire Manor, it is a fitting house for a Dragonborn, and is the biggest i think, it also has a pleasant look and good space.
Before I can afford a house I always travel to Meeko’s Shack and store stuff in a barrel there.
– Dragons drop scales and bones which as mentioned above are used for crafting dragon armor (with 100 skill in smithing.) The other loot that they drop is random.
Is the smithing skill useful? Should you level it? Besides making weapons and armor, using the smithing skill you can improve weapons and armor you already have.
Buying your very first house: (*MINOR SPOILERS*) After you’ve defeated the dragon at the little tower out in the middle of nowhere near Whiterun, where the guards standing nearby say “Hey, you’re the dragonborn, that guy from legend” and “never would have believed it if I hadn’t seen it myself”, immediately go talk to the Jarl at Dragonreach in Whiterun, and he’ll give you the title of Thane and offer you a house to buy for 5000 in the city.
Two-handed weapons still viable: Since Dragon Shouts fufill all your occasional magic needs (“Man, some fire damage would be good right now”) the only thing you’ll need magic for is healing when the potions run out.

When do dragons start spawning? (MINOR SPOILERS) They only start spawning once you’ve talked to the Jarl of Whiterun as part of the main quest and fulfill a quest from his mage (the Gold Claw quest I mentioned above).
Don’t Neglect Combat Skills: Be careful when leveling non-combat skills to early in the game this can really be pain, I had a thief character who spent his time pickpockting everyone in town and then everytime I left I would get one-shotted by sabres and other big animals.
