You need to finish the Blood on the Ice quest first before the steward will give you the conversation option to buy the Windhelm house (Hjerim).
If Tova and Arivanya are alive, the quest has not yet initiated because the counter is less than four, and you obtain a key to Hjerim, then you can trigger this quest by entering Hjerim with that key and picking up one of the Beware the Butcher! pamphlets.
You must tell the guard you are willing to help to get the murderer, then you will start a quest that involves research in the house.

In a small alcove on the east wall is a corner shelving unit holding an iron war axe, with a pile of food sacks underneath.
On the left as you enter is a matching small wardrobe, both of which hold fine clothes, this second wardrobe has a bottle of wine on top and a pile of food sacks beside it.
Once you become Thane of Eastmarch, entering the second bedroom upstairs, there is a square wooden table and chair in an alcove on the east wall laid for one with fancy crockery.
 360   PS3   In Hjerim, Vlindrel Hall and Honeyside the mannequins can glitch so if the armor is taken off the mannequin, if the player re-enters the house, the armor has been duplicated and will be on the mannequin.
 PS3   Many pointed out bugs, like mannequins, weapon racks and dagger displays not working properly, can be avoided by buying the house and all upgrades at once and then entering the purchased and upgraded house.

You must complete the Blood on the Ice quest which is started in the Windhelm graveyard.
Complete the Blood Ice Quest and complete the whole of StormCloak & Imperial war Questlines.
The Blood on thin ice quest can only be started by entering and exiting windhelm fast traveling to a randon location then fast traveling back to the windhelm stables.
The Blood on the Ice quest involves that house, so if you complete it, the house becomes available to buy.
You can start that quest by spending a day or two in windhelm, and going over to the graveyard part of it to find a dead body and some people standing around it.
Also this quest is bugged in a number of ways only one i know of is a dark brotherhood quest where you have to kill a girl in windhelm who is part of the quest which if you do wont allow you to start the quest.
The guy I’m supposed to buy it from says something like "there was an accident….it’s not quite ready.." Do I need to do a quest or something? I’ve joined the Stormcloak army and I’ve already completed the questline.

”blood on ice” but i cant seem to be able to trigger the quest, and i even stole the key from the schatter schield lady to enter the house, not being able to do anything inside besides looting the place.
Perhaps the Blood on Ice quest is required to decorate the house if you purchased it…but it surely isn’t the only thing that makes the home available for purchase.
*The quest may not trigger and be unable be enabled with console commands for unknown reasons.
And then, after getting house You must speak with Jarl, decration commands should work after these two.
Then, after the console codes didn’t work, I gave up and took matters into my own hands.
Also gave myself the "Beware of the Butcher!" note and the "Butcher journal" book.
Console commands don’t work on this quest.
There’s also "Cleaning after killing" option, at 000f726a, but it needs 2 quests to be done, and I don’t have time to find their ID’s.
Also scoured Windhelm talking about ANYTHING relevant about a butcher (which is from the quest).

i think what i did was get a mission from the inn or some other random NPC in windhelm— to either kill a dragon or a giant then when u turn the mission in to the steward you can buy a house.
The way I bought a house in windhelm was that I went up to Jorleif (who you can find in the Palace of kings next to Ulfric) talk to him and tell him you want to buy a house in Windhelm.
I am thinking I cant start this quest now, even though Viola keeps warning me that the Butcher could be lrking somewhere.
Does that mean the crowd are permanently there in the graveyard until you start the quest, because I’ve been loitering and theres no-one in the graveyard.
You talk to the guard, then talk to some of the people ("witnesses") before talking to the steward to start the quest.
Ibelieve there is a quest somewhere about a seriel killer, but I cant find it- orI might have got to a point that I cant ppick it up.
It cost 21k (with all the decoration upgrades) but, if you have done the "blood on the ice" quest and are going to buy the house, be sure to purchase the "clean up house" or what its called.
I missed that and now the house is all glitchy (I dont wanna spoil too much in case you/others havent done the quest yet).
If there’s one thing I learned about from Bethesda is that: Checking is a wise choice since they tell you all about the glitches and bugs that might affect the gameplay to the degree that its unfinishable.
It costs 12000 gold to purchase the house, and almost as much again to furnish it.
I still haven’t gotten it to work, but I read a few posts that said stealing the key from the mother (forget her name) and entering the house will activate the quest from that point, but it didn’t work for me.
I was told by the Jarl (i completed the main quest, sided with the imperialists) that I could be Thane if I helped out 5 people and bought a house.
I’m afraid it isn’t available just yet." And I can’t buy it! I know it has something to do with the butcher, but I can’t get anyone to talk about the murders, which means I can’t start the quest, which means I can’t buy the house.
I guess if you finish the murder quest and don’t buy the house right away it’s gone.
You can also join the stormcloaks and do some of their quest line to get the house.
Higher ratings are reached by having more submissions, being a pro submitter, a game expert and having good thumb ratings for sufficient submissions on the site.
In V: Skyrim for the PC, PS3, and Xbox 360, Hjerim is the house you’ll be able to purchase in Windhelm once you gain enough favor with the Jarl there, and costs 12,000 gold.
mabye a temporary glitch and things like that can ware off in time, or could be that you can’t buy the house in windhelm if you are with the imerials.
Try playing on through your save as you would usually for a bit then later on try for the house again; it happened to me with proudspire manor and worked, hope I helped.

Hey I've completed the Imperial Legion quests and conquered Windhelm, and when I talk to the steward about buying the house.
What I figured out is there is a known glitch for buying the house in Markarth but, has anyone figured out a work around? I completed the first quest, have not been able to get them to offer me another one and no ability to buy a house? This is for MARKARTH not Windhelm or Whiterun (I already own Breezehome (and am about to kill my thieving husband because barrels are coming up empty along with lots of other ‘missing’ items, married Marcurio from Riften and items missing are showing up in his inventory for sale)).
You guys, to purchase the house in Markarth you need to be at LEAST level 20, after that talk to the jarl and if you already finished forsworn quests for him, he’ll give you a personal quest to find something that belonged to his father.
Hey, I only bought the house in whiterun before finishing the main quest, and i think its noteworthy that after that I could buy riften’s and markarth’s without any further quests at all… it seems that completing the main quest already makes you elegible to buy houses anywhere.
Oh my god are all of you people retarded “I have just bought a house, where do i find it?” Right after you have purchased your house from a Jarls Steward there is a map marker that directs you to, believe it or not, the front door of your newly purchase house.
I’ve read a few comments of people having issues with not having the option to buy a house after finishing the Jarl’s quest.
Hey guys I’m trying to buy a house in windhelm and i’ve assisted all 5 citizens in the hold, and the new Jarl gave me the option to buy a house but when i talk Jorleif (the guy her sells it) he tells me that the house is not available due to recent unpleasantness.
To get the house in Windhelm without cheating or glitching, complete the imperials questline, if you are in the imperial army, and the new jarl will make you a thane and offer to sell you that house (if you have helped the required people), which will trigger the Blood on the Ice quest if it has not already somehow been done.
All he says is stuff like “yes?” “Need something?” “I’m retarded, I don’t want you to have a sweet house, so I won’t even talk to you.” If anybody can tell me why this douche won’t talk to me, or how I can upgrade it, I would appreciate it.
“I cant find the house i just bought” is one of the funniest comments i have ever read on the internet! People look at the map!! it’s what its their for and it will show you exactly where the houses are.
