Your new property, Windstad Manor, will be marked as an undiscovered location on your map, located in the northern part of Hjaalmarch on a small hill, south of High Gate Ruins and just east of where the land lowers into the Sea of Ghosts.

Dawnstar is basically the same, only you have to complete a little more number of tasks, one of which is a fairly long quest involving the mysterious dreams people have been having.
After getting on his good side, and completing this quest, we will tell you the same thing as the Falkreath Jarl tells you.

The jarl steward is saying something about wizard falion and that their is rebellion against the empire and about stranges noises at night but it diesn’t trigger a quest or anything.
What is supposed to happen after you report Falion to the Jarl? I tried loading an earlier save and report him again, now the Jarl is gone.
I even noticted that both falion and the jarl go to the stones at night but when I confront them there, nothing happens.
Ok so I just finished becoming thane and I talked to everyone; jarl, steward and even her house Carl but no one has said anything about buying property.
I did have some troubles with the game such as I can’t use my weapons on horseback now I have all three DLC’s I just bought then last week.

To buy the plot of land in Morthal you can be any level, First you must complete ‘Laid To Rest’ quest and then assist two people in Morthal.
Now, with another char, I was able to buy the ones in Morthal and Dawnstar – but the third stop, Falkreath, won't show up.
I’ve used Sven, Roggi and Golldir(?) as stewards (you need to do a quest for each to gain their trust and then bring each to the property you want them to be steward).
You need to read that note from the Jarl of Falkreath to start the land purchase in Falkreath.
As above or go to Falkreath and talk to Jarl, go through dialog with him then close and then retalk to him(only if he doesn’t offer land first time round).
Golldir can be found in Hillgrunds Tomb ( if you follow the eastern road from Whiterun around the north side of the High Hrothgar mountain past Valtheim Tower, as you travel that road you go downhill and to a bridge before you cross that bridge you’ll see a path way to the right.
After you do the Jarls quest to rid bandits in a mine, Nenya (his steward) will sell you land.
You’ll need a and/or steward to protect your property (since it’s in the wilds of each of the holds (and are attacked by various things).
Dawnstar, head up to dawnstar and go to the inn, you meet a priest of Mara there who starts you on a quest to look into why people of Dawnstar are unable to sleep.
When you follow the inn keepers direction you can visit the Jarl and she will start you on a quest to find out what happened with the fire.
Finish that quest and Skald (the Jarl) will tell you to slay a giant close to Dawnstar.

You can only purchase Morthal land if you are a thane of that hold, though the other two also have quest requirements.
The note doesn’t matter much, you can just go directly to the person selling land and buy it from them if you satisfy their requirements.
I've been trying to buy the plot of land from Aslfur in the Highmoon Hall (Hearthfire DLC of course), but the option for it is not coming up.
Are you really sure Hearthfire is working right in your game? The easiest way to check is go to Whiterun and see if Sofie is there, or go to Riften to the Orphanage after Grelod the Kind was killed and see if the option for adoption is there or not.

As far as I can remember from playing this game, Nenya has always been steward, and I just talked with her and the Jarl, with no offer of land or anything else (and I did not finish the Stormclock rebellion quest line).
When I tried to buy the falkreath one neither the steward or the jarl had the option to buy the plot of land.
This was of course after I completed the quests and I didn't even talk to the Jarl about buying a piece of land even though I have the quest for it (it wouldn't let me bring it up to him).
When I try to buy land from the Steward of Falkreath, it only gives me the option to buy a house.
When i met the courier, i never had the letter in my inventory so i just went straight to the steward like the walkthrough said, but i come to find that the person i'm supposed to talk to according to the letter, Tekla, is now replaced by a woman named Nenya.
So I hope the author of this article looks into this; if there's a glitch, I sure hope it's fixed soon! And just out of curiousity, I wonder who Tekla is? I think Nenya says she was steward before the young nephew Jarl.
You can build space in your Hearthfire house, or alternatively, talk to the Steward in any hold where you own a house, and they should have an option for making space for a child.
